Community leaders and officials are seeking answers after a fatal incident in Houston's East End. A man was killed during an attempted arrest by federal agents. The US Department of Homeland Security has confirmed that agents involved were not equipped with body cameras.

The lack of footage is attributed to delays in deploying the devices. Recently, more than half of field offices have received body cameras, with the rest expected to get them soon.
